Tax collectors: Why were they very, very, unpopular?
A simplified explanation
The Roman Empire, who controlled Palestine during Jesus' time, didn't collect taxes directly from the local population, they contracted local Jewish men such as Zacchaeus.
These men also collected the Jewish Temple taxes. The temple tax helped pay for the upkeep and salaries of priests and Levites who worked at the Temple.
The tax collectors were unpopular because they collaborated with the Romans, and because they overcharged the locals to make their profit.
